Cullman council awards bid for new civic center

CULLMAN, Ala. – The Cullman City Council on Monday awarded the bid for the construction of the new civic center to Jim Cooper Construction Company, Inc.

“We are thrilled to see the payoff of our extensive design efforts. By revising the original design, we were able to achieve a significant cost reduction of nearly $20 million, while still ensuring that this project remains affordable and capable of meeting the needs of our community for decades to come,” said Mayor Woody Jacobs.

Cullman Parks, Recreation & Sports Tourism Executive Director Nathan Anderson showed the council renderings of the new civic center, which will be located near WildWater across the street from Heritage Park.

“We have witnessed a remarkable surge in demand for indoor sports and activities,” said Anderson. “We take immense pride in providing such an incredible facility for our community, not only as a valuable asset for our residents, but also as a catalyst for further increasing the economic impact of sports tourism.”

The city council also voted to authorize the formation of the Solid Waste Disposal Authority (SWDA) of the City of Cullman and Cullman County. The Cullman County Commission authorized its part of the partnership at its July 18 meeting. The SWDA board will be made up of five uncompensated residents of Cullman County: two from the county, two from the city and one appointed by the board. The two members who will represent the City of Cullman will be Jacobs and Councilman Johnny Cook.

There were three board appointments to the Board of Equalization – Bill Ruehl, Carey Thompson and Steve Cartee.

The following agenda items were approved:

  • A request from La Patrona Mexican Restaurant, of 710 Second Ave. NW, for a restaurant retail liquor license which received a favorable recommendation from the Alcohol Review Committee
  • Resolution No. 2023-53 to adopt the transportation plan pursuant to the Rebuild Alabama Act for FY2024
  • Resolution No. 2023-54 to award the bid for the construction of the new civic center to the lowest responsible bidder, Jim Cooper Construction Company, Inc.
  • Resolution No. 2023-55 to authorize the mayor not to renew the contract with Rock the South because the contract is no longer needed due to the adoption of the new special event ordinance
  • Resolution No. 2023-56 to approve a memorandum of understanding with Cullman County to purchase the Cullman County Landfill and expansion land from Cullman Environmental, Inc.
  • Resolution No. 2023-57 to authorize the formation of the Solid Waste Disposal Authority of the City and County of Cullman and to appoint the directors of the said Authority from the City of Cullman
  • Resolution No. 2023-58 to approve the reimbursement of expenses related to the acquisition of the landfill and expansion land from future bond proceeds and to engage Frazer Lanier as underwriter and Bradley Arant as bond counsel
  • Resolution No. 2023-59 to authorize the mayor to expend funds for the purchase of the landfill and expansion land
  • Resolution No. 2023-60 to authorize the mayor to apply for a CDBG Neighborhood Improvement Project on Logan Street Southwest.
  • Second reading of Ordinance No. 2023-26 to rezone the Nearen property located on U.S. Highway 278 West from E-1 Entertainment District to B-3 Business District, which received a favorable recommendation from the Planning Commission

Second reading of Ordinance No. 2023-27 to rezone the Ergle property located on Beech Avenue Southeast from M-1 Manufacturing District to B-2 Business District, which received a favorable recommendation from the Planning Commission
