Cullman City Council Holds October 12 Meeting

CULLMAN — A regular Cullman City Council meeting was held Monday night in Cullman City Hall's Lucille N. Galin Auditorium at 7 p.m.

The meeting began with roll call and the minutes from the September City Council meeting were approved.

Clint Hollingsworth was out of town on family vacation.

Additions and Deletions to the Agenda

  • Resolution No. 2016-08: October Dyslexia Awareness Month

Next were reports of standing committees by council members. The following reports were given:

  1. General Government — Council Member Jenny Folsom — None

  2. Public Works — Council Member Johnny Cook — None

  3. Public Safety — Council Member Andy Page — None

  4. Tourism — Council Member Clint Hollingsworth — None

  5. Utilities — Council Member Garlan Gudger — None

Reports from the Mayor

  • Cullman Mayor Max A. Townson requested Oktoberfest board member Rick Fulmer to give a report on last week’s Oktoberfest. Fulmer reported that it was the most successful Oktoberfest ever, for both attendance and finances.

There were no comments from anyone not on the agenda and no public hearings. 

The following petitions, applications, complaints, appeals and communications were passed:

  1. A request from Sanitation Superintendent Larry Jones to purchase garage doors for the Lawnmower Shed from Wayne Overhead Door in the budgeted amount of $6,200. 

  2. A request from IT Director Daniel Hunt to purchase required storage and memory expansions for the server hardware from Teklinks, Inc. in budgeted amount of $12,364.

  3. A request from IT Director Daniel Hunt to purchase desktop computers for various departments from Dell on state bid contract T531 in the budgeted amount of $20,935 up to $21,000.

  4. A request from IT Director Daniel Hunt to purchase Microsoft Office for the new desktop computers from Software House International on state bid contract T497 in the budgeted amount of $5,897 up to $5,900.

  5. A request from Water Superintendent Chris Freeman to purchase two John Deere Backhoes from Warrior Tractor & Equipment Company, Inc. on the NJPA bid list in the budgeted amount of $181,703.

  6. A request from Water Superintendent Chris Freeman to purchase a rubber tired loader from Warrior Tractor & Equipment Company, Inc. on the NJPA bid list in the budgeted amount of $166,541.

  7. A request from Waid Harbison of Parks & Recreation for a special event permit to hold the Monster Dash 5K Run on October 24, 2015, starting at 9 a.m. beside the Cullman Wellness and Aquatics Center. 

  8. A request from Brandon Oliver of Conviction Entertainment, LLC for a special event permit to hold a filming session on October 25, 2015 from 8 a.m. until 7 p.m. on the sidewalks and alleys of First Street SE, Second Avenue SE, 4th Street SE, and 5th Street SE. 

  9. A request from Jacob Johnston of Louisiana Pacific for a special event permit to hold the Family Fun and Company Picnic on October 25, 2015, from 1 p.m. until 5 p.m. in Depot Park and Festhalle. Approved by P&R.

  10. A request from Rebekah Mickle of First Baptist Church for a special event permit to hold a Trunk or Treat on October 28, 2015, from 5 p.m. until 8 p.m. at First Baptist Church. 

  11. A request from Nathaniel Hutchinson of Cullman Moose Lodge for a special event permit to hold Turkey Shoots from October 28, 2015 until December 19, 2015, from 8 a.m. until 1 p.m. at the Cullman Moose Lodge. (Wes to confirm dates.)

  12. A request from Walmart #7280 located at 5601 Highway 157 NW to approve a beer and wine off-premises alcohol license which received a favorable recommendation from the City of Cullman Alcohol Review Committee.

The following resolutions, ordinances, orders and other businesses were discussed:

  1. Second Reading of Ordinance No. 2015 — 50 – To participate in the Annual Severe Weather Preparedness Sales Tax Holiday beginning on February 26, 2016 at 12:01 a.m. and ending on February 28, 2015 at 12:00 midnight. It was adopted. 

  2. Resolution No. 2016 — 05 – To approve a contract for professional services with the Cullman Area Chamber of Commerce for fiscal year 2015-16 in the budgeted amount of $2,500. It was adopted. 

  3. Resolution No. 2016 — 06 – To enter into a contract for professional services with Air Evac. It was adopted.

  4. To set a public hearing on November 9, 2015 for Ordinance Resolution No. 2016 – 03 07 – To vacate and surplus a portion of 6th Avenue from 4th Street to 3rd Street that is not needed for public or municipal purposes. Set Public Hearing.

  5. There were no Board Appointments.

  6. Resolution No. 2016-08: October Dyslexia Awareness Month. It was adopted.
