CULLMAN, Ala. – A Cullman County woman is facing a felony charge of aggravated cruelty to animals after being indicted by a grand jury for an incident that occurred Nov. 3, 2025.
Kristen Rachelle Nabors, 43, of Cullman was arrested after her dog was found starved to death and chained to a cross tie on her property along County Road 447.
Cullman County Animal Control Director Rodney Banister said the deceased dog was taken to a veterinarian for a necropsy.
“I want to thank Officer (Cooper) Harris and District Attorney Champ Crocker for their work on the case,” Banister said. “I also want to thank (Sen.) Garlan Gudger for sponsoring Beau’s Law, which will go into effect on Oct 1, 2026. This case is the very reason we need this law.”
Beau’s Law (Senate Bill 361) sets statewide minimum care standards for dogs kept outdoors in Alabama. It prohibits cruel tethering, including the use of logging chains, choke collars and pinch collars. Dogs must have continuous access to adequate food, potable water and a proper shelter.
Nabors is being held at the Cullman County Detention Center.
