Update: DA declines to prosecute man who shot George Flanigan

CULLMAN – Cullman County District Attorney C. Wilson Blaylock has declined to prosecute Ronald McLaughlin for the Sept. 17 shooting of George Lamar Flanigan.

The Cullman Police Department said in a statement, "The CPD submitted the case from the shooting of George Lamar Flanigan by Ronald McLaughlin to the Cullman County District Attorney’s Office for review. The DA’s office has declined to present the case to a grand jury for review. The case is now closed."

CPD officers responded to a report of shots fired at 6:20 p.m. on Saturday, Sept. 17 at the home of Terry Fields at 1410 Second St. SW.

George Lamar Flanigan, 38, was found with a gunshot wound to his abdomen. He was transported by ambulance to Cullman Regional Medical Center, where he was treated and released. CPD identified the shooter as McLaughlin. According to a statement from the CPD at that time, McLaughlin was cooperative with the police.

"At this time, the shooting appears to be self-defense," said CPD Capt. Becky Boyd, shortly after the incident happened.

George Lamar Flanigan is the brother of Jerome Flanigan, a man the CPD named on Friday, Sept. 16 as a person of interest in their investigation of the death of a local woman.

Earlier that same Friday (Sept. 16), police discovered the body of Leslie Clements, 33, of Cullman, in an apartment on Fuller Street. The death was classified as suspicious and the body was sent to Huntsville for autopsy. That Friday evening, Boyd released the names and photos of two persons of interest in the investigation into the death of Clements- Jerome Flanigan and Kayla Thursby.

As of Wednesday, Oct. 12, Capt. Boyd confirmed that Jerome Flanigan and Thursby are still persons of interest. "We're still waiting on results of tests and the investigation. We have not received the final autopsy report yet," said Boyd.
