Cullman County Commission approves change of nepotism policy

CULLMAN, Ala. – The Cullman County Commission, at their Tuesday night meeting, recognized Doug Davenport for his hard work across the parks of Cullman County. They also recognized and awarded Jesse Cummings and Adam Barfoot who returned after a one-year deployment after serving in the same unit of the U.S. Army. The Commission then recognized all Cullman County employees present who had served in the U.S. military.

Emma Walker was also recognized for her service in the Sanitation Department for 17 years.

The Commission approved the changing of the county’s nepotism policy. Cullman County Attorney Emily Neizer Johnston stated, “We are having a problem with getting employees. We have job openings and no people to fill them. One of the hindrances to that was a policy in place that would not allow family members to work in the same district. This will allow relatives to work under the same department, but they can’t work under the same district or have the same immediate supervisor. It is a minor change, but at the same time, will open up a lot more opportunities.” Jeff Clemons agreed, saying, “I think this is much needed.”

In other business, The Commission:

  • Authorized to sign agreement between the State of Alabama and the Cullman County Commission covering widening and resurfacing on County Road 1301 from SR-3(US-31) to County Road 1435.
  • Agreed to move voting precinct at the Crane Hill Fire Department was moved to the Crane Hill Fire Department Community Building to provide better service to voters.
  • Approved resolution to make the speed limit 20 miles an hour on County Road 1286.
  • Awarded bid to A&S Electrical Contractors Inc. recommended by CDG Engineers & Associates Inc. for power backup on five storm shelters in the amount of $56,500.00.
  • Authorized to sign a grant agreement to provide the matching share of $275,413.38 or 43% of the total project cost for the Recreational Trails Program Project—Stoney Lonesome OHV Park Trail improvements—and to sign a grant agreement to provide the matching share of $39,948.72 or 20% of the total project cost for the same project which will cover the cost of equipment.
  • Ratified the Enterprise Agreement to change trucks from Dodge to Ford and increase agreement by $9,528.00.
  • Ratified the agreement with Bulldog Steel Structures to reflect the change to Carolina Carports Inc. in the amount of $39,144.15 for the construction of a metal building at Sportsman’s Lake Park.
  • Authorized a renewal for a 1-year term of lease agreement for Bates Building with Cullman Electric Co-op.
  • Reappointed Geoff McGukin to the Solid Waste Authority Board for a four-year term to expire Nov. 20, 2025.
  • Reappointed Jerry Smith to the Solid Waste Authority Board for a 4-year term to expire 11/20/24.
  • Authorized to sign an agreement with Major League Fishing Tournaments in partnership with the City of Cullman and Cullman Area Chamber of Commerce and consider the County’s appropriation of $25,000.
  • Approved proposed Memorandum of Agreement to build a storage building on a portion of property leased by the Fair Association on March 15, 2010 and authorized to sign.
  • Approved the annual Harris Smartfusion invoice in the amount of $19,108.17.
  • Awarded Bid #1366 for complete reroofing project for county property located at 310 3rd Ave NE Cullman, AL to Bond Construction LLC in the amount of $149,000.
  • Awarded Bid # 1367 for traffic signs.
  • Awarded Bid #1368 for traffic striping to J.C. Cheek & Ozark Striping Company (Based on availability).
  • Awarded Bid # 1369 for Corrugated Metal Pipe to Twin Oaks Environmental

The next Commission Work Session will be Tuesday, December 28, 2021, at 4:00 p.m. in the Commission Meeting Room, with the meeting following at 6:00 p.m.
