County commission talks elevators, addresses mental health services for inmates

CULLMAN – The Cullman County Commission met Wednesday morning with 14 items on its agenda, plus one added during a brief recess after the meeting started.

A bid for repairs to the courthouse elevators that was initially granted to a non-licensed general contractor was rescinded, and the commission voted to take new bids with the specification that the winning contactor would have to have a general contractor license, by request of County Attorney Chad Floyd.

Sheriff Matt Gentry was authorized to sign a memorandum of agreement with WellStone Behavioral Health for mental health services for inmates at the Cullman County Detention Center. (Look for separate story on this item.)

The commission set a date of Mar. 26, 2019 for a public hearing on a petition for the County to vacate a portion of County Road 1614 in Berlin.

The commission approved renewal of county inmate re-insurance with Unimerica Insurance Company at a cost of $77,837.76, a six percent increase due to an increase in the number of inmates in the detention center.

At the request of Cullman County Emergency Management Agency (EMA) Director Phyllis Little, the County’s contract with the RAVE weather alert system was canceled due to low participation rates by county residents.

Commission Chairman Kenneth Walker was authorized to sign a contract with Post Panda Productions for entertainment at the Memorial Day, Independence Day and Labor Day/Sweet Tater Festival events at Smith Lake Park.

Replacement of a security door by ADS at the water department was approved, in the amount of $5,984.

Based on a previous agreement between the County and Wallace State Community College, the commission approved a payment of $6,000 to the school for a portion of the cost of sheriff’s deputies who provided security for the 2018 Regional Basketball Tournament.

The commission released the bond on Hidden Shores subdivision and County Road 71, and accepted road maintenance for that road as well as County Roads 2101, 2104 and 2107.

Resurfacing and striping of County Road 1141 from County Road 1147 to County Road 1246 was approved as a Federal Aid Project.  The 3.2 miles are expected to cost $663,000, for which the County is seeking a federal grant.

The commission accepted the proposed plat for phase two of Stillhouse Point subdivision in District 2 off County Road 71.

An existing bid for bituminous plant mix asphalt with Good Hope Contracting was extended, as was a bid for herbicides with Helena Chemical.

The Cullman County Probate Office was authorized to purchase a used full-size SUV from Bill Smith Buick GMC in the amount of $28,515.

In the added agenda item, Genesis Roofing Company was awarded a contract to re-roof the sheriff’s office impound building and the water department maintenance shed.  The amount was not disclosed.

The next Cullman County Commission meeting will take place on Tuesday, Feb. 12 at 10 a.m. in the commission meeting room at the Cullman County Courthouse.  The public is welcome to attend.
