CULLMAN, Ala. – The Cullman County Commission at its meeting on Tuesday, July 21, approved a wide range of resolutions, purchases, contracts and subdivision plats.
The Commission adopted Resolution 2026-37, lowering the speed limit on County Road 385 to 30 mph, and Resolution 2026-39, reducing the speed limit on County Road 458 to 25 mph. Commissioners also adopted Resolution 2026-38, authorizing the Commission to apply for state and federal matching funds for fiscal year 2027 airport improvement projects at Cullman Regional Airport.
Commissioners approved an amendment to the abatement for “Project Panel,” increasing the original incentive by $261,342. The project was initially approved on June 18, but company officials later determined additional renovations would be necessary, including the installation of a sprinkler system and a large roll-up door. Because the project costs increased by more than 10%, state law required the amended abatement to be brought back before the Commission.
The Cullman City has also approved abatements for Project Panel. The name of the company involved has not been disclosed, but the project will reportedly bring 18 new jobs in its first phase, and 75-100 new jobs in its second face.
The Commission authorized Chairman Jeff Clemons to sign amendments for Recreational Trails Program grants for improvements at Stony Lonesome OHV Park. It also approved moving the Sept. 15 Commission meeting to Sept. 22 due to the Washington Fly-In and Economic Development Intensive.
Commissioners also adopted the Fiscal Year 2027 Rebuild Alabama County Transportation Plan. Based on projected revenue, approximately $1.9 million is expected to be allocated for county transportation projects. The approved plan includes improvements to County Roads 1527, 1117, 798, 463, 282 and 68, totaling $1,882,289. The Fiscal Year 2026 Rebuild Alabama Contractor Report was also approved.
The Commission approved the purchase of a 2027 Ford Explorer for CARTS through the state bid program for $37,525 and authorized the purchase of a 2026 Chevrolet Silverado police pursuit vehicle for Animal Control from McSweeney for $48,080.19.
Commissioners approved an agreement with Three Notch Group, Inc. for drafting services related to resurfacing County Road 222 and authorized the chairman and county engineer to execute all necessary project documents.
The Civitan Club received approval to use the south parking lot of the Cullman County Courthouse on July 31 and Aug. 1 from 8 a.m.-4 p.m.
Additional business included the appointment of Stephanie Lawson to the Cullman County Department of Human Resources Board, replacing Jack Collins for a six-year term.
The Commission also approved a $58,500 Enterprise License Agreement with Esri for the county’s reappraisal program and authorized the purchase of a Hanel Lektriever rotating storage unit for the Probate Office for $78,000.
Commissioners approved several subdivision-related requests, including plats for J.M.J. Homes Subdivision, Hidden Shores Subdivision, Dorsey Creek Farms Subdivision, Ponder Row Subdivision and Blessem Bottoms Subdivision. They also approved the resubdivision of Lot 2 of Valley View Subdivision and authorized an extension of the existing bond for Long Branch Pointe subdivision.
In other business, the Commission awarded the Guaranteed Energy Savings Request for Qualifications to Path, awarded the gas and diesel fuel bid to B & B Petroleum and awarded the HVAC system bid for Stony Lonesome OHV Park to Dye HVAC. Bid No. 1503 for the Cullman County Sheriff’s Office dispatch UPS battery backup system received no bids, and the Commission approved seeking informal quotes in accordance with state bid law.
The Commission also approved one-year extensions for the lawn care maintenance contract with Pro Lawn Unlimited and the aggregate materials contract with Wiregrass Construction Company, Vulcan Materials Company and Grayson Carter & Sons Contracting, Inc., based on project vicinity and material availability.

The next Cullman County Commission work session will be held Tuesday, Aug. 11, at 4 p.m., followed by the regular Commission meeting at 6. in the Commission meeting room.
