56-unit Ashford Gardens apartment project advances in Cullman

    CULLMAN, Ala. – A planned 56-unit apartment development on County Road 770 has reached another stage of development following a state housing-credit award and review by the City of Cullman Planning Commission. 

    Ashford Gardens is planned as a new-construction family housing development, according to records from the Alabama Housing Finance Authority. 

    AHFA’s 2025 funding records identify Ashford Gardens Ltd. as the project owner and list 56 planned units. Four are included in the agency’s disabled/homeless set-aside category. 

    The project received an allocation of $1,781,761 in housing credits through AHFA’s 2025 funding process. 

    That housing-credit figure should not be interpreted as the total construction cost of the development. 

    The project subsequently appeared before the Cullman Planning Commission. 

    The Commission’s June 2 agenda identified Ashford Gardens as a proposed apartment complex on County Road 770 and listed its site plan for consideration. 

    A new construction-permit report provides the latest development. 

    A permit dated Sept. 7 lists Ashford Gardens Ltd. as owner of a project at 1655 County Road 770 with a valuation of $1,873,710. Fyffe Construction Company Inc. is listed as the contractor. 

    The publicly available permit summary does not describe what portion of the overall development is covered by that permit. The $1.87 million valuation therefore should not be treated as the final construction cost of the entire 56-unit development. 

    AHFA’s records use an approximate project address of 1668 County Road 770, while the recent permit report uses 1655 County Road 770. The Tribune is seeking clarification on whether the addresses refer to the same development site or different portions of the property. 

    State records identify the development as family housing financed in part through housing credits, but the records reviewed for this report do not establish the project’s expected rents, tenant income requirements, unit mix or anticipated opening date.
