Gudger appoints Cullman Regional CEO to Alabama Rural Roadmap Initiative

CULLMAN, Ala. – Cullman Regional CEO James Clements has been appointed by Alabama Senate President Pro Tem Garlan Gudger, R-Cullman, to serve on the Alabama Rural Roadmap Initiative.

Formed during the 2025 legislative session under Gudger’s leadership, the Alabama Rural Roadmap Initiative is intended to develop strategies that support growth and development in Alabama’s rural communities.

“Health care services in rural communities are essential for quality of life and economic development,” said Clements. “I’m grateful to Sen. Gudger for selecting me to participate in this initiative and look forward to seeing the impact it will have on our state.”

Over the next year, members of the initiative will assess community needs, coordinate resources and develop actionable recommendations for the Alabama Legislature to consider in 2026. The group’s work will focus on infrastructure, business and entrepreneurship, workforce development and training, rural health care and quality of life.

Clements brings extensive health care leadership experience to the initiative, with expertise in the needs of small, independent hospitals in rural areas. He also serves on the Board of Directors for Blue Cross Blue Shield of Alabama, is a member of the Statewide Health Coordinating Council and is a Fellow of the American College of Healthcare Executives.
