City School Board approves vape and AI policies

CULLMAN, Ala. – The Cullman City Board of Education met Tuesday evening, Oct. 21,  approving a full slate of policy updates, personnel changes and recognitions.

The meeting opened with a series of recognitions honoring Cullman Middle School students, employees and the school’s FFA chapter. Board members were also recognized for their service to Cullman City Schools.

Two new board policies were formally adopted: Policy 4.2.8 – Vape Awareness, Education & Prevention and Policy 4.9.6 – Generative Artificial Intelligence. Both initiatives are designed to strengthen student education and districtwide policy clarity on emerging behavioral and technological issues.

The board also approved the August 2025 Financial Report and designated voting and alternate delegates for the Alabama Association of School Boards Annual Convention and Delegate Assembly, to be held Dec. 4, in Montgomery.

The board approved multiple operational and student activity items, including:

  • A new Employee Drug Screening Agreement
  • A contract with Stored for Good, LLC for data management and destruction services
  • Salvaging of equipment from Cullman High School, including a 2016 DB floor machine, a 32-inch Vizio TV and two lawn mowers
  • Cullman High School Jazz Band’s trip to Pigeon Forge, Tennessee, April 10–11, 2026, to perform at The Island
  • Cullman Middle School FFA Chapter’s trip to Indianapolis, Indiana, Oct. 28-31, 2025, for the 98th National FFA Convention
  • Implementation of the L.E.A.D. Program at Cullman City Primary School
  • A partnership between Cullman City Primary School and The Link’s VIPs mentor program

The board accepted several resignations, including Carissa Blair, academic affairs coordinator at the Central Office, effective Oct. 31; Madison Bagwell, Extended Day Program; Kim Davis, custodian at East Elementary; and Brittany Heard, who transitioned from a classified to certified position.

Transfers included Marci Watts, moving from Education Manager at Head Start to Pre-K Education Manager Specialist at Cullman City Primary School.

New hires under conditional employment include:

  • Tiffany Buck, OSR Pre-K teacher
  • Syvella Gabrielle Dillingham, permanent substitute
  • Brittany Heard, Special Education teacher
  • Phillip Paul Screws, support services coordinator
  • Andrew Blake Tetro, Special Education Instructional Assistant-Itinerant

Leaves of absence were approved for Caleigh Anderson, Nina Jones and Abbie Martin covering various dates from September through January.

Stipends were awarded to more than 25 educators for participation in “Being a Writer” training held July 28, 2025.

Supplements were issued to staff members for the 2025–2026 school year, including:

  • Connor Adams, Girls JV basketball coach
  • Caroline Burress, Administrative supplement
  • Michelle Greenlee, indoor track head coach
  • Jana Grimes, CMS Archery sponsor
  • Chris Kennedy, scoreboard supplement
  • Phillip Paul Screws, Level 2 Administrative supplement
  • Danielle Taylor, CMS Student Council sponsor

The board also approved contracted roles for Extended Day staff, a long-term library substitute and reading and Special Education tutoring positions running through the school year.

Superintendent Kyle Kallhoff provided his report and reminded the public that the next regular meeting will be held Tuesday, Nov.18, 2025, at 5 p.m. at the Cullman City Board of Education.
