MONTGOMERY, Ala. – The Alabama Association of Regional Councils has named Alabama Senate President Pro Tempore Garlan Gudger, R-Cullman, its 2026 Senate Leader of the Year, according to an Oct. 20 announcement from the association.

Gudger received the award during the association’s annual training conference, held Oct. 11-14 in Montgomery. He represents Senate District 4, which includes Cullman, Marion and Winston counties.

Robby Cantrell, executive director of the North Central Alabama Regional Council of Governments (NARCOG), presented the award.

Cantrell cited Gudger’s experience in local government and his support for education, workforce development, transportation infrastructure and rural economic development.

“Senator Gudger has consistently worked to make sure smaller communities have the resources and opportunities they need to grow and prosper,” Cantrell said.

Before his election to the Senate in 2018, Gudger served 14 years on the Cullman City Council, including 10 years as council president. He also served on NARCOG’s board.

Joey Holt, executive director of the Northwest Alabama Council of Local Governments, also cited Gudger’s municipal government experience.

“His background in local government gives him a firsthand appreciation for the work regional councils do,” Holt said.

During his acceptance remarks, Gudger discussed a July 4, 2024, jet ski accident that left him hospitalized at UAB Hospital. He said the experience strengthened his faith and prompted him to reflect on his purpose in public service.

“Without God, we can’t do anything,” Gudger said. “Everybody in this room right now is dealing with something.”

Gudger spoke about his recovery while discussing the role of faith during personal difficulties.

“He’s in control,” Gudger said. “He’s the healer, and he was a healer for me two years ago. He still is today.”

Gudger also recognized his Senate staff and regional council leaders and called for cooperation.

“We can accomplish more than what we do by ourselves,” Gudger said.

The association represents 12 regional councils serving municipalities and counties across Alabama.

NARCOG serves Cullman, Lawrence and Morgan counties, while the Northwest Alabama Council of Local Governments serves Colbert, Franklin, Lauderdale, Marion and Winston counties.
