Campaign finance reports, social media indicate support for candidates

CULLMAN, Ala. – In keeping with its commitment to promoting transparency in government, The Tribune continues its look at campaign finance records submitted by municipal candidates in the current election cycle. The candidates’ reports indicate who has given them money and how they are spending those funds.

In addition to reports from the first article, this updated review includes reports from May and June that were not available in time for the first article. 

The donor lists have also been updated to differentiate cash donors from those whose contributions were in-kind free services. Cullman attorney Champ Crocker, who provided in-kind legal services to Jeff Clemons after his election as chairman of the Cullman County Commission last month but did not contribute cash during the campaign, noted that many businesses and individuals will offer free services while having a policy of not endorsing candidates through cash donations.

In this list, The Tribune attempted to include brief descriptions of businesses making contributions, if those businesses might not be familiar to most readers. Information was not provided about possible business connections of individual contributors, unless the address or P.O. Box listed for the contributor was for the donor’s business.

“Waiver” in the list below means that the candidate filed a waiver indicating that, during the specified time period, less than $1,000 was raised or spent by the campaign. 

According to the Cullman County Probate Office, candidates who qualify for waivers do not have to file reports, or, necessarily, even file waiver forms. For that reason, several candidates from around the county do not appear in the following list.

The entries also list the number of “likes” and followers each candidate’s campaign page had on Facebook (FB) at a specified point in the week, the same for all candidates.

May and June reports showed Cullman City School Board challenger Scott Sessions joining three other candidates, Mark Bussman for Cullman mayor, Gwen Parker for Cullman City Council and Jon Dumas for Cullman City School Board, who are being funded in part by contributions from Roy Drinkard and whose marketing campaigns go through Ascend Agency. Ascend is a local marketing firm known for its ”robo-text” promotion of the #KeepCullmanGreat 1-cent countywide sales tax requested by the Cullman County Board of Education (CCBOE) and political action committee Advocates for Excellence in Education after the failure of a previous tax enacted through the Cullman County Commission to support multiple CCBOE projects including the Drinkard-backed “Project X” sports complex.

As of last week, Ascend Agency and its parent company Roberts Communications, LLC were unlicensed businesses. In the last week, Roberts Communications, LLC applied for and received separate licenses to do business as Ascend Agency (licensed as professional services) and Cullman Daily (licensed as an advertising agency).

C & C Graphics was also reported last as not having a city license, but that business had actually relocated outside Cullman, and, therefore, does not require a city license.
