New Cullman City Council, officers seated

CULLMAN, Ala. – The City of Cullman swore in its new city council and named City officials in front of a packed city hall auditorium Monday evening. Judges Rusty Turner and Emily Niezer Johnston swore in Mayor Woody Jacobs and a mix of new and returning council members:

  • Place 1 – Chuck Shikle
  • Place 2 – David Moss
  • Place 3 – Jason Willoughby
  • Place 4 – Paul Schaffer
  • Place 5 – Kim Hall

The council then made committee assignments:

General Government: Administration, Economic Development, Education, Finance, Human Resources, Information Technology and Marketing

  • Chairman: Kim Hall
  • Vice Chairman: Chuck Shikle
  • Members: David Moss, Paul Schaffer and Jason Willoughby

Public Works: Building, Engineering, Garage, Maintenance, Right of Way, Sanitation, Street and Traffic

  • Chairman: Jason Willoughby
  • Vice Chairman: Kim Hall
  • Members: David Moss, Paul Schaffer and Chuck Shikle

Public Safety: Police, Fire, Communications (Dispatch), EMA and Risk Management

  • Chairman: Chuck Shikle
  • Vice Chairman: Jason Willoughby
  • Members: David Moss, Paul Schaffer and Kim Hall

Tourism: Airport, Chamber of Commerce, Museum, Parks and Recreation (CPRST) and Tourism Bureau

  • Chairman: David Moss
  • Vice Chairman: Paul Schaffer
  • Members: Kim Hall, Jason Willoughby and Chuck Shikle

Utilities: Electricity, Gas, Sewer, Utilities Board, Wastewater Treatment Plant and Water

  • Chairman: Paul Schaffer
  • Vice Chairman: David Moss
  • Members: Kim Hall, Jason Willoughby, and Chuck Shikle

The council formally named City officials, mostly confirming previous appointments:

  • Wesley Moore – City Clerk 
  • Sherry Compton – City Treasurer 
  • Joey Duncan – Police Chief
  • Darren Peeples – Fire Chief 
  • Brandy Lee (replacing retiring City Attorney Roy Williams) – City Attorney 
  • Jason Knight – Municipal Judge 
  • Jeremy Cline – City Prosecutor 
  • Dale Greer – Director of Economic Development
  • Sam Dillender – Superintendent, Sanitation Department
  • Scotty Talley – Superintendent, Street Department
  • Shannon (Jake) Calloway – Superintendent, Wastewater Treatment Plant
  • Chris Freeman – Superintendent, Water and Sewer Department
  • Joshua Brown – Superintendent, Garage Department
  • Brandon Lewis – Chief Building Official
  • Christopher Dotson – Director of Risk Management
  • Jacob Smith – Director of Information Technology
  • Rothal (Clain) Fletcher – Superintendent, ROW Maintenance Department
  • Erica York – Director of Engineering
  • Kyle Clark – Director (Operations) of Parks and Recreation
  • Nathan Anderson – Director (Executive) of Parks and Recreation
  • Michelle Bates – Director of Human Resources
  • Blake Lee Cockrell – Court Clerk
  • Brian Bradberry – Public Safety Director

The council also appointed members to various City boards:

  • David Moss, Chuck Shikle, Paul Schaffer and Mayor Jacobs to the Cullman Jefferson Gas Board
  • Kim Hall, Paul Schaffer and Jason Willoughby to the Cullman Utilities Board
  • Mayor Jacobs and Vincent Karolewics to the Airport Board
  • Kim Hall to the CATS 55 Board
  • David Moss to the Tourism Bureau of Cullman County

Mayor Jacobs concluded the meeting, saying, “Let’s get to work.”

The Cullman City Council meets next at 7 p.m. on Monday, Nov. 17, 2025, in the city hall auditorium. The public is invited to attend.
